Under Dr. Evans’ outstanding leadership, the 3-D Microelectromagnetic Radio Frequency Systems (MERFS) program innovated across several areas, from new materials to new systems and concepts of operation. The program demonstrated a new high-aspect ratio sacrificial photoresist material that fundamentally changes the way MEMS and RF designers define and build 3-D structures and systems. As a result of Dr. Evans’ 3-D MERFS program, the Department of Defense will be able to employ a new class of affordable RF systems on the battlefield.

Mr. Phillip Hunt - Tactical Technology Office
Mr. Hunt led the A-160 unmanned helicopter program to the successful flight demonstration of the first turbo-shaft A-160 rotorcraft and the establishment of a new unmanned helicopter endurance record. As a result of his exceptional leadership, the
A-160 has proven to be an impressive platform with capabilities to support warfighters in existing missions and a platform that can provide capabilities for completely new mission areas.

Mr. Don Woodbury - Tactical Technology Office
Mr. Woodbury’s outstanding leadership of the High Energy Liquid Laser Area Defense System (HELLADS) program has made possible a high-energy laser weapon system (approximately 150 kW) with an order of magnitude reduction in weight compared to existing laser systems. He successfully led the HELLADS performers through design review and risk mitigation experiments that ensure the development and demonstration of the critical tactical laser unit cell device. As a result of Mr. Woodbury’s efforts, the HELLADS program is on track to deliver new capabilities that will revolutionize combat operations.
