Program Structure:
Phase 1: Develop features and feature association algorithms to finger-print targets. Demonstrate high PCA, with moderate deferral rates, through effective application of features in non real-time.
Phase 2: Demonstrate evasive time-critical moving targets in cluttered environments. Demonstrate higher PAC with lower deferral rates. Demonstrate cross-platform utilization of features: feature learning / association and application to targeting and tracking in real-time.
