High-Resolution, Affordable, Emissive Micro Displays
The purpose of this notice is to post Amendment 01 to the original solicitation, dated October 11, 2007. This amendment adds a second round of proposal submission and evaluation to BAA08-02 as well as a Round 2 Proposers' Day Conference. No proposals were selected for an award from the first round of proposals submitted on January 4, 2008. DARPA realizes successful implementation of such a device has widespread Department of Defense and commercial applications and encourages all those with relevant experience to participate in the Round 2 Proposers' Day Conference referenced below and potentially submit to BAA08-02. The purpose of the second round of submissions and evaluation is to encourage broader participation from the technical and industrial communities and to enable proposals that meet all the BAA08-02 objectives and program metrics.
All potential proposers are strongly encouraged to attend the Round 2 Proposers' Day Conference and to submit a proposal to BAA08-02 that meets all of the objectives and program metrics stated therein. Organizations seeking to join proposing teams are likewise encouraged to attend the Round 2 Proposers' Day Conference. It is highly recommended that each proposer read and understand the technical and formatting requirements called out in BAA08-02. The requirements in BAA0-02 have not changed. Failure to abide by these guidelines may result in the proposal being found non-responsive to the BAA.
To be considered for the second round of proposal submission and evaluation, proposals must be received at the address specified in BAA08-02 no later than 4:00 p.m., local time, May 12, 2008.
The Round 2 Proposers' Day Conference will be held at the time and location specified below on March 21, 2008.
Please note that the dates for the second round of proposal submission and evaluation were not listed in either Part One or Part Two of BAA08-02, but are hereby incorporated by this amendment.
ROUND 2 PROPSERS' DAY CONFERENCE:
DARPA will host a Round 2 Proposers' Day Workshop in support of the BAA08-02, High Resolution Affordable Emissive Micro-Displays (EMD) program on March 21, 2008 at ManTech SRS Technologies in Arlington, VA from 8:00 a.m. to 12:00 p.m. The purpose of this conference is to provide information on the High Resolution Affordable Emissive Micro-Displays (EMD) program; promote additional discussion on this topic; address questions from potential proposers; and provide a forum for potential proposers to present their capabilities for teaming opportunities.
REGISTRATION INFORMATION: Participants must register no later than March 18, 2008. Please send an email to BAA08-02@darpa.mil requesting a Round 2 Proposers' Day registration form. Instructions for registering will be on the registration form. Directions to the facility and other materials will be sent via e-mail once the registration form has been received. There is no registration fee for attending this conference.
Due to space limitations of the conference facility, attendance will be limited to the first 30 registrants, and no more than 2 representatives per organization. The Round 2 Proposers' Day will be unclassified and open to the general public. All attendees will be required to present government issued photo identification upon entry to the event. Additionally, all U. S. Citizens are required to submit a U. S. Citizenship Verification form in order to attend this conference. Non-U. S. citizens are required to submit a DARPA Form 60 "Foreign National Visit Request". The completed Citizenship Form or DARPA Form 60 must be faxed to: Christine Bonsby, ManTech SRS Technologies, fax 703-807-0976, phone 703-351-7293, no later than March 18, 2008. The necessary document will be emailed, once the registration form has been received. Attendance is not required to propose to any associated BAA.
Additionally, attendees who would like to present company overviews, discuss their technology expertise, and/or discuss teaming opportunities in scheduled presentations at the conference may request to do so. Presentations may contain 2 slides and are limited to five (5) minutes each (including logistical issues). Proposers desiring to reserve a time to present at the Round 2 Proposers' Day Conference should contact Christine Bonsby at BAA08-02@darpa.mil or 703-351-7293 as soon as possible, but no later than the registration cutoff date for the Round 2 Proposers' Day Conference.
All material to be displayed at the conference must be approved in advance by both the organization that funded the research and the DARPA Program Manager. The DARPA Program Manager will review and approve in advance any presentations to ensure there is no material that is subject to the Department of State's International Traffic in Arms Regulations. It is the presenter's responsibility to ensure that all material they plan to present at the Round 2 Proposers' Day Conference has been approved by the funding organization in advance. An electronic copy of all material to be presented must be provided to the DARPA Program Manager for review by March 14, 2008. There will be no exceptions to this requirement.
All other terms and conditions of BAA08-02 remain unchanged and in full force and effect.
