Before responding to this Broad Agency Announcement (BAA), all offerors should review the Frequently Asked Questions (FAQ's) document available for download at the following URL:

In addition to submitting two (2) paper copies of each proposal, offerors are reminded that they MUST register with the DARPA Technical-Financial Information Mangagement System (T-FIMS) in order to submit an electronic version of their proposal. Proposals submitted by offerors who have not registered and submitted an electronic version of their proposal using T-FIMS WILL NOT BE REVIEWED. The T-FIMS registration URL is:
